On Tuesday morning the Aam Admi Party (AAP) had a nasty surprise at the Chief Minister’s Office. A raid by the Central Bureau of Investigation (CBI). Furious over the raid, Delhi Chief Minister Arvind Kejriwal called Prime Minister Narendra Modi “a coward and psycopath”.
But there’s one man who is the reason for this political controversy. IAS official Ashish Joshi, the complainant against the Delhi government’s principal secretary Rajender Kumar.

Joshi is a former member-secretary of the Delhi Dialogue Commission. He had reportedly asked the Lt Governor-appointed ACB Chief, MK Meena, to probe the role of Rajender Kumar when he was with the Delhi government’s departments of education, IT and Health.
Joshi claimed that certain private companies were benefiting in all departments where Kumar was posted over the last five years.
Joshi had alleged that Kumar, as director of education (from May, 2002 to February, 2005) and later Secretary (IT), Secretary (Health) and Commissioner (VAT), had set up various companies to award projects to without tenders. Joshi claimed that this had caused “financial loss” to the city’s government.
Joshi also alleged that when Kumar was posted as secretary (IT), he managed to get his company Intelligent Communication Systems India Ltd empanelled with a PSU, so it could be awarded work without tenders.
“Work up to Rs 50 crore was done through this company. These tenders were given to Rajendra Kumar’s company when he was IT secretary, CMD Transco, Secretary (Health) and Commissioner VAT. The award of works without tenders has caused financial loss to the company,” Joshi said in an India Today report .
