Rachpal Singh, the minister for Planning and Development in the West Bengal government was spotted standing steadily as a policeman tied his shoe laces on Monday, May 25.
Rachpal Singh, who is a former Indian Police Service officer, had taken off his shoes while garlanding a statue. A policeman rushed to help on his way back and the minister did not stop him.
